Some backstory from Rainey:

On the morning of Monday, August 29, 2005, Hurricane Katrina hit New Orleans at 6:05 am. The first levee broke at 8:15 am, and our nation watched in horror as New Orleans was destroyed, along with the rest of the Gulf Coast. I for one was dumbfounded, shocked, sickened and ultimately enraged as I and the rest of the United States kept vigil for the five days and nights it took for help to come to the people of New Orleans.

When it was reported that George W. Bush continued his vacation and Condolezza Rice, our nation's Secretary of State, was shopping for shoes and seeing Broadway musicals while New Orleans was being destroyed, I discovered I couldn't rest until this song was written.
